Hi IAStoday aspirants,How to write a good question?The most frequently asked Question in civil service examination mains.As you know Prelims(The first stage of UPSC civil service exam) is purely objective;But MAINS is something different and hard nut to crack as everyone knows answer.So what we can do is present it in a better way.Beyond all explanations;you need to start writing from today onwards so that you can make answer better & better again.There is no scope of BEST ANSWER.It depends on the person evaluating your answer.Here is the way to betterment.

Style of Answering Questions?

It is vitally important to understand the question first. If you are asked to “elucidate”, “discuss”, “critically appreciate”, explain or “give reasons for and against”, preferred mode of answering should be descriptive. It is through your style of answering questions, one can get a chance to examine your analytical abilities or originality of thought. Right strategy is to devote five or ten minutes of your time to run through the question paper which will help you decide which questions have to be answered first. You should also allocate time to frame the answer so that there is no confusion later on. It is advisable to use simple English and stave off using flowery and decorative language which takes attention away from the original facts and opinions about a given topic.

How to Write a Good Answer?

It is not just enough to know all the facts and information but to pen down your answers in a clear and concise manner is pertinent. By writing answers having clear and a logical frame with no irrelevant or piling up of information, you can grab one’s attention. A candidate should adopt an answering style which is natural, original and to the point. Likewise, use of archaic and fancy words or language should be avoided at all costs. Grammatical errors in the answers attract dislike of the evaluator so there must be no room for grammatical errors in your answers. Last but not the least, it is essential to have a good and legible handwriting.

How to Answer the Effective Part of the Question:

Time and again, you would have heard aspirants talking about effective part of the question and which is too frequently confused with introduction, body and conclusion of any answer which is its structure. The effective part refers to angle or perspective; you wish the answers to be seen. The facts remain unchangeable but the presentation differs.


Getting attuned to the meaning and application of terms that appear repeatedly in questions in the IAS mains exam will certainly help you write better answers. A vast majority of students sometimes wrongly interpret the meaning of these terms consequently they err while answering.

Enumerate:

Enumeration involves listing the points about the topic without giving detailed explanation.

Define:

It refers to writing the simple definition. A bit of memory will definitely help you while reproducing verbatim and at least including all possible keywords and phrases which you know are essential parts of that particular definition.

Evaluate/ Assess / Examine:

Detailed explanations are required. Whatever you know should be explained in detail. The ideal approach is to write introduction in one or two lines followed by three to four lines infavor and three to four lines against the given topic. Implications or limitations associated with a concept should be penned down in two or three lines and finally conclusion should be made in another two or three line.

Opinion / Comment / Views:

Whenever a question asks for your opinion, you should give constructive opinions. Future-oriented and progressive ideas must reflect on your answers.

Purpose / Goal / Objective / Target:

Your answers must answer the fundamental questions like what goals, purposes, objectives or the targets will be achieved? Your answers must provide or suggest viable solutions to the addressed problems.

Analyse:

Analysis is same as evaluation, examination or assessment just that you need to buttress your analysis with your opinion here. How you opine will tell how you evaluate a situation.

Discuss:

You should write answers in a fashion as if you are talking to the examiner. This is how; it will be like child’s play to convey your point of view in an evident manner to the examiner.

Describe:

If you have good theoretical knowledge, describing the concepts will be the easiest thing to do. You have to write basically its parts, constituents, characteristics, what it is made up of and attributes.

Critically:

Whenever you are asked to critically comment, critically examine or critically analyse, you need to be critic in real sense.You are supposed to approach the answer in critic way not so factual or theoretical basis.

How to read Hindu News paper is most frequently asked question to us while interacting with lakhs of aspirants.if you are from professional courses like engineering or even a doctor then this will be a night mare.Somebody told me Even 24 hours wont be enough to cover it properly.Ideally you are not supposed to take beyond 2 hours ie,120 minutes.Some days it takes just 30-40 minutes where as some other consumes 80-100 minutes as content is the king.A person just started with UPSC preparation always finds it difficult and complains about spending too much time reading the newspapers. And it is a genuine concern because if one spends 4-5 hours for newspapers, then his/her concern is justified.Dont worry time consumption will surely come down gradually as you learn what to read & what to skip with experience.But by reading this you are getting a Head Start so that you can do it in few days as we are sharing from our experience.So read fully;Don't skip as you read Hindu daily.

  • Have the past question papers with you and keep referring to them,to understand how questions are asked .
  • Understand the issue rather than just reading word by word. After identifying the issue ,take down notes topic wise and not date wise. 


  • Try to Categorise the news in few categories

     Divide news or issues in few categories like International Relations, Environment & Biodiversity, Personalities and Awards, Government Policies and Schemes, International Organisations, Economic Policies, Science and Technology etc.

     GENERALLY, Focus on,


    *- Geography,Agriculture,Environment together
    *- Economy,polity(Political Science)
    *- IR/Defence 
    *- Science & Tech
    *- History Culture

    You would notice that from the paper of each day, there are hardly 8-10 pieces of news items that would require your serious reading.


    What to skip? (This is better deal)

    • The political statements regarding the political parties
    • The state news, city news
    • Articles related to relationships/philosophy etc.
    • The extra magazines that are attached and finally
    • Read the front page selectively
    • Avoid reading pages 2,3,4 as they carry only news which varies from city to city and these are not so important in exam point of view.

      Won't recommend focus Reading in Sports news because it is never asked in the UPSC examination.

       
    Selectivity & Sorting out is key to UPSC

    What to read? (Go ahead)

    1. Issues related to governance, the opinions of eminent personalities on the way government should function
    2. Pros and cons of the topics that are making headlines which relate to the syllabus
    3. Any recent disaster occurrence anywhere in the world
    4. International news if it is affecting India in any way
    5. News about India’s neighbours and how India is affected/ India’s say
    6. Recent economic developments are done by the Government of India, RBI , international organisations or Central banks of other important countries. Do not read the economy news related to the private enterprises
    7. New developments in India in the field of Science and Technology, say Space mission , Missile development or newly developed vaccination etc.
    8. News regarding the environment, says The Paris Summit, India’s Goals etc.
    9. Read Financial portion well because many regular/recent changes are covered in those sections. 
    10. Read the last page of the newspaper very meticulously as many important information is provided there
    11. Focus on Supreme Court or High Court verdicts

    Besides The Hindu, one monthly magazine is must. You can use any few magazines that are available like civil services chronicle, competition wizard, civil services times etc. The magazines are to be studied only to remain updated with respect to current affairs.

     Identify schemes/policies/ initiatives of the government .For the prelims ,you will have to know
    • Objectives of the policy
    • Under which ministry /department / it operates.
    • Any special feature of the policy.
    • Who are the members (If its an organisation .eg.Inter State council)
    • Any constitutional provisions related to it .


    Make notes of the What, Why and How?

    Don’t read 4-5 newspapers!One is enough

     In economy, some technical terms are there which one has to understand to fully understand the news. So, do purchase one good dictionary of economic terms. 

    Do have a pen/pencil in your hand and underline every specific information you feel  will be helpful.

    Great Power Politics and Assumptions of Offensive Realism

    After the end of cold war, many liberal thinkers came to a conclusion that the power politics in the international relations came to an end and theory of realism have lost its explanatory power. This is clearly reflected in Francis Fukuyama's famous article "End of History".  In fact  major powers around the world still care about the balance of power and destined to compete for powers. Collapse of the Soviet Union of course led to a major change in the global distribution of power. Altogether we can see that there is no much change in the anarchic structure of the international system. This article will help you to understand the basic assumption of offensive realism of John Mearsheimer and how this theory fits into present international relations

    First we must understand the basic theory of realism which will enable us to think on how the world political system works. The theory gives you a good understanding on how the great powers in the world works to achieve their national interest even at the cost of other states. Realism is a theory that is essentially about power and security. States relentlessly seek power and security because they exist in a self help system. States seek security, prestige and most of all realist would say that states seek autonomy. In a world where we cannot trust anyone we don't want to be interdependent. This is because who wants to be interdependent in a world that is so dangerous ? Essentially one cannot know who is going to align against him or her down the road or making plans against him or her now. View of realism is based on the Hobbesian state of nature where there is war of all against all. It doesn't mean that war always occurs but the danger of war always lurks in the background of the international politics. In short real world remains a realist world. International politics is a zero sum game. 

    Branches of realist theory 


    1.  Classical Realism
    2. Structural Realism

      In this article we will focus on theory of structural realism which argues that structure of the international system motivates the states to behave in one particular way at one particular time. Whereas classical realism argues that humans are wired with type A personality, i.e. in Hans J Morgenthau's   term "Animus dominandi " leaders of the powerful countries are driven by the will to attain power and try to make their country most powerful one the world. The basic assumptions of Offensive realism are as follows:

    1. States are the principle actors in the anarchic system. Anarchy doesn't mean that there is murder and mayhem. It is actually against the hierarchy and there is no high authority above states in the international system. States are like balls on the pool table.

    2. A states have some offensive military capability and it varies across states. 

    3.States can never be certain about the intention of other states. If it is possible to know the the intention of a state right now then the argument is that we cannot be certain about the intention  of other state in the long run. Example, how can some one be sure with the strategic intention of China after 40 years?

    4. 'Survival' is the principle goal of every state, it is not the only goal but primary goal. 

    5. Great Powers are strategic calculators and they will figure out threats in the environment and make adjustments or strategy to face the problems. 

    These assumption will directly lead to 3 forms of behavior that Great Powers pursue in the international politics.


    1. States fear each other- They fear each other because there is a possibility that they can end up in a situation where a neighbor with lot of offensive military capabilities and malign intention towards them. Another reason to fear is that in such a condition there is no high authority that states can rely on to prevent the aggression. To put it in other words you cannot dial 911 in the international politics when you face aggression from other state. 

    2. Self Help- States will figure out that in anarchic international system where there is no 911 or world government the best way to survive it to go with self help.

    3. Attaining more Power or maximize the relative power - The states will figure out the best way to survive is to become more powerful. If one state is more powerful then there is more possibility  for its survival. For example there is no country in western hemisphere to to challenge United States in the international political system particularly more powerful in comparison with its neighbors. In Asia there is no single country which can compete or challenge China. The reason is that they have already figured out that the best way to survive in the international system to become more powerful.


      There is an argument that as long as there is nuclear weapons with states and it has become impossible for one great power to attack the other. However the Super Powers (U.S and U.S.S.R) had nuclear weapons during cold war and both these powers engaged in intense security competition  and during Cuban Missile Crisis world came very close to a nuclear war. Nations are driven by nationalism than by democracy. Promoting democracy will lead to quagmires like Iraq and Syria. There is an argument that including China into mainstream economy and helping them to be a part of it will produce counter effect since there is a possibility that this economic power can be turned into military power (uncertainty about intentions). If one power allows other power in the region to dominate the region then it will come into the backyard of other states. Present crisis between India and China reveals this. The best way to survive in the international political system is to become a regional 'hegemon'. State should not allow the neighbors to become more powerful because there is always a possibility that it will into its backyard. The idea of 'Global Hegemon' will not work since world is big and it contains lot of water and one state cannot exert its power over other regions of the world. Whenever the nations tried this it have failed. But States can become regional 'hegemon' like U.S in West or China in Asia.  ''What is good for the goose is good for the gander ''

    Let's look into the strategy for survival that offensive realist put foreword. 


    1. Regional Hegemon- State should focus on becoming regional hegimon than global hegemon as stated above

    2. Maximum Wealth- States should focus on increasing its economic power because the military power depends on a strong economy.

    3.Nuclear Superiority - Even though this is a difficult task, states should possess nuclear weapons because the effect of nuclear weapon cannot be replaced with conventional army or weapons

    4.Preeminent Land Power-  States should focus on increasing land power. This is because the great powers aim to dominate the balance of land power. Example U.S, Russia, China, Former U.S.S.R, etc.

    5. Being a 'offshore balancer' and choosing between 'balance' or 'buck passing'  are effective methods that can be adopted. 

    Many believes that following offensive realism is not a good thing. If we observe over the past years we can see that the U.S. foreign policy is dominated by Liberal Imperialists and Neo-Conservatives not the offensive realists. The end result of this is that U.S engaged in war for 14 years i.e. two out of every three years. Realist accept the Clausewitzian dictum "War is always a continuation of poltics by other means". Realists  are reluctant to use military force than Liberals and Neo-Conservatives. Realists opposed the war in Iraq, Vietnam, Libya, Afghanistan and on. It is the liberal imperialists were enthusiastic in fighting these wars. This tendency is also present in the Indian Foreign Policy were India is keen to fight with all the terrorists in the world. Realists support war only when it promotes core national interest. If we observe above wars we cannot find any core national interest. It is better that realists should rule the foreign policies so that there will be a peaceful world.
